Sen. John McCain (R-AZ) says that he is completely satisfied that this tax bill, that is being written at this very moment but is still supposed to be voted on today, fulfills his test for “regular order.” Democrats would disagree.

Democrats had to get the amendments that are going to be in the bill from lobbyists. No one knows right now how this bill is going to answer the problem that made them go into this overnight rewrite, the parliamentarian telling them they would have to come up with $350 billion in revenue to move forward. That’s apparently being negotiated by Sens. Bob Corker (R-TN) and Pat Toomey (R-PA), and probably a bunch of lobbyists.

Senate Majority Leader Mitch McConnell is right now allowing “debate” on the Senate floor, with “amendments” being offered. Except the only amendment that is going to count is the substitute amendment McConnell offers at the very end of debate, the one that has all the stuff he’s agreed to in secret in it. And Sen. Lindsey Graham (R-SC) is joking about how he’s seen the “Cliff Notes” of the bill. He’s a “yes” vote, by the way.

That is not “regular order.” It’s also not responsible governing. Or democracy.
