“The government will file a detailed sentencing submission to the Probation Department and the Court in advance of sentencing that sets forth the nature of the defendant’s crimes and lies, including those after signing the plea agreement herein.”
In other words, this is a Mueller "report" on the investigation

As this report will be presented to THE UNITED STATES DISTRICT COURT FOR THE DISTRICT OF COLUMBIA it will be up to that court, and presumably not fake news Attorney General Whitaker, to make it public…

Mueller gets to explain via a report to the court all the details around Manafort’s lies. So basically, assuming the court allows the release, and they should, the public will learn all about the collusion part of his case.

This is speculation, of course, but of the most delicious sort.
It is possible Mueller wanted Manafort to testify to the case he had already made but barring that will use his resorting to perjury to lay the case at the feet of the judge.
Whitaker and Trump may try to prevent the report being made public, but I am not an expert as to what recourse they would have.
